OBC reservation @ IITs

Recently the admissions of the IITs for year 2008 were finalized with 9% reservations and admissions for 2009 were finalized with 18% reservations to OBC (Non-creamy Layer) category. The current year admissions are expected to be finalized with 27% reservation for OBC.
But this reservation is not exercised as it usually takes place. The 27% just appears generous. But there are many traps and tricks. As a result only 1930 students of OBC category found themselves in the merit list of 10045 candidates. The percentage works out to 19%. In short, with the present rules the real reservations for OBC candidates has remained to be 19% in contrast to the propaganda of 27%, which is only apparent.
One of the trap is only 10% relaxation is given to the OBC candidate; in the CML (Common merit list) cut-off score (CCS) as well as in minimum qualifying marks for ranking (MQMR). Due to lesser relaxation in MQMR most of the OBC candidates are wiped out without being considered for ranking.
Similarly, while preparing OBC merit list, only 10% relaxation is given to the OBC candidate; in the CML (Common merit list) cut-off score (CCS). The students with aggregate marks bet CCS & 0.9*CCS find themselves in OBC merit list, as a beneficiary of OBC reservation. And, only aggregate 19% OBC candidates find their names in merit list.
This is in contrast to the 50% relaxation presently being given to the SC & ST candidates in the CML cut-off score (CCS). It is not understood as to why so much difference should be there between SC&ST and OBC candidates.
So, I submit my appeal to consider 50% relaxation for OBC candidates too in MQMR and CCS, in line with SC&ST candidates.
